Michael Hobday is the Founder and Chief Executive Officer of Spartan Tower and Power, a telecommunications infrastructure company focused on rapid-deployment tower solutions, mobile tower platforms, field services, training, and specialized infrastructure applications.
Michael’s field experience and technical leadership form the foundation of Spartan’s approach to solving complex deployment challenges. With extensive hands-on experience in telecommunications infrastructure, tower systems, mobile platforms, equipment integration, and field operations, he brings a practical understanding of what works when equipment, crews, timelines, and demanding environments converge.
He founded Spartan with a clear objective: improve the safety, reliability, and effectiveness of rapidly deployable infrastructure while giving customers access to experienced field leadership capable of solving problems in real time.
Michael leads Spartan’s technical direction, field operations, product and application development, customer relationships, and strategic partnerships. His work also includes expanding the use of deployable tower platforms beyond traditional telecommunications, supporting applications involving public safety, government, defense, remote-operated systems, communications equipment, and other mission-specific technologies.
His leadership is grounded in hands-on experience, practical problem-solving, and a commitment to protecting both the people who build and deploy infrastructure and the people who depend on it.

ARICA HOBDAY
Arica Hobday is the Chief Operating Officer of Spartan Tower and Power, where she leads operational strategy, business development, contract support, client relations, communications, and the internal systems that support Spartan’s continued growth.
Working across commercial, government, public safety, and defense markets, Arica helps translate Spartan’s field capabilities into scalable business solutions and strategic partnerships. She plays a central role in identifying opportunities, developing customer relationships, coordinating complex projects, and positioning Spartan as a responsive infrastructure partner for organizations operating in demanding environments.
Arica brings a diverse background in entrepreneurship, operations, marketing, education, customer experience, and organizational leadership. Her experience building and managing businesses has given her a strong understanding of execution, branding, client communication, process development, and the operational discipline required to grow a company without losing the responsiveness that made it successful.
As COO, Arica works closely with Michael across company strategy, customer development, deployment planning, partnerships, and operational decision-making. She is particularly focused on building clear systems, strong industry relationships, and professional standards that allow Spartan to expand while maintaining its field-level integrity.
Through her leadership, Arica bridges technical field operations, strategic partnerships, and client-facing communication, helping ensure Spartan Tower and Power remains capable, responsive, and prepared for complex infrastructure challenges.
